It's not for performance, it is for extending the service life of the head components. The tighter they are set, the faster they wear. The actual range for the Savage valves is .003-.008 according to Suzuki service papers/fiche I've been allowed to use at the dealership where I bought the bike. Setting the valves in the center of the range gives you a safety margin in case you didn't have the motor quite at TDC when you reset the valves. Mine taps as loud as if it had a broken valve, but it is still within the aforementioned setting range.
